I'll throw in with Dave and Dave on this one.  We are a society, and one
of the ways a society regulates itself is by saying "Shame!  Shame!"
loudly and publicly when a member does something outside the bounds.

It is the shining of the spotlight that brings such behavior to light,
and this list plays a big part in allowing us to comment on the
behavior.  It further reinforces that we do not agree with that sort of
thing and do not want to see it happen.  

This list seems to be pretty good at putting the spotlight on behavior
for us to judge.  If most folks like it, it becomes more acceptable.  If
most folks don't like it, it stays outside our norms.

The application of this principle to our society at large is left as an
exercise for the student...

Dave K1TTT is right.  If there is a better way to educate operators
that these sorts of actions are wrong then please step up to the
plate, Hans, and make your suggestion.  Private communications on
matters like this just don't work, and certainly don't help educate
the masses.  Demeaning K1TTT does not help your cause, either.  He is
just trying to make things better.

The good news is that this is a short list of offenders.
