No, being US stations they were shown in my N1MM+ bandmap as "unworkable"
(gray) spots, and weren't listed as anything "portable". There were several of
them WELL below 7125 kHz. As I recall, they were "K" starting 2X3 callsigns,
which leads me to believe that they were probably "newbies" who heard stations
down there, found an open spot, then started calling CQ without realizing where
they were. Of course, there is no way legally for a US station to tell the guy
where he is, so hopefully a non-US station set them straight!
Sometimes when there are a million spots it's hard to tell exactly where they
are in the band if your bandmap is condensed. I have to be careful if I click
on one to ensure he is not below 7127 kHz, which is the 40M frequency I use to
avoid a notice for being too close to the band edge from an ARRL Official
Observer! (Don't ask me how I know about that...) ;-)

Maybe you're jumping the gun on this one. Could it be that those spots you saw
were QRG's where US stations were listening and that they were transmitting
above 7200kHz?
Did you only see spots or dit you actually hear them transmitting?

7.127 probably puts a fair amount of energy below 7.125, assuming your sob
bandwidth is 2.4 kHz or better.
I generally stay at or above 7.128.
