It would be nice if CPE prices were lower.  

My $.02 = Read a Book... namely "Mastering Guerrilla Marketing" by Jay Levinson.

One of the insights offered is "Find your Niche Market"  In your situation, 
this might equate to Don't bother trying to compete with Cable ISP's & ultra 
cheap CPE... Go after the rural market where the Cable Company can't go.  
Benefits to this are that one, the people you are offering service to in rural 
areas will be genuinely grateful for the service and two, you won't have to 
worry about CPE costs - if someone really wants the service, they will get it 
regardless of the price.
