You might try PTT on a com port direct without the USB converter.  It
could be Windows is taking it's time polling the converter. 

Before you go to the trouble of building a PTT keying circuit, and if
you have a scope, look at the PTT pins RTS and DTR to see if they behave
normally.  Unkeyed, they should measure about -12vdc and keyed about
+12vdc.  See if the transition corresponds to what it should be doing.
