Poor RX situations (unsuitable antenna, local QRN, etc) can sometimes 
render the offending ham unsuspecting, and unaware of his trespasses. 


It seems a bit out-of-place to stress the importance of "RF hearing" to 
the "RF deaf", however....  but perhaps this is precisely the message 
such folks (the accidentals) need?


For the intentional QRMers, it seems unlikely that anything short of 
Enforcement should suffice.
