Replying to the individual is apparently the more common set up for the
various reflectors (at least for the ones I use). A notable exception is
the 1000MP reflector on qth.net which makes it quite difficult to respond to
the individual and not the reflector. Even "Reply All" doesn't work right
there.
1) It's up to the sender to be sure he's addressing the right parties
2) If an individual asks a question on the reflector, I believe it should be
answered on the reflector. If he solicits private responses (or gets a lot
of them) he should post a summary.
3) WRT the 990 and "bad reports" - that's what one mostly sees on
reflectors: the "bad" news. 1000MP, 1000D, TS940, you name it. When they
do the job, they get no press; when they give grief, everyone hears about
it.
