Interesting. Why should that happen when an arc occurs on the DC
side? Is it possible that under these extreme conditions, the leakage
inductance is shocked into a resonant condition providing very high
voltages?

Too right, Rich! Possibly yacht varnish might do, but proper potting is
likely to be far better. Vacuum impregnation even more so, if you can. I
suspect that even indoors, in some parts of the US where you get very high
humidity, you're likely to be in a position to get trouble with plain paper
insulation. Arizona is probably OK; Florida and Oklahoma and so - on, be
warned!
