Actually, it's a pretty fundamental distinction in this case.

A parasitic resonance occurring in the partially short circuited tank circuit
could lead to flash over without any parasitic VHF oscillation occurring. (At
this stage, I am leaving aside the question of whether or not a VHF parasitic
can cause an arc - that's a separate and totally distinct point).
