Maybe I'm cynical, but during some contests I could almost swear the technique
was -
1. Set drive half of max.
2. Operate contest.
3. If somebody else gets +/- 5 kHz increase drive 1 notch.
4. Go to #2.
The "diathermy" method of holding a frequency.
