I think you will find it will reduce the output to 1/4 of the orignal. I had a 
similar experience years ago trying to go in the reverse of what you are doing.

  I have a Dayton pressure blower that puts out 820 CFM with a 3450 RPM 1/3 HP
  motor.  If I substitute a 1725 RPM 1/4 HP motor will the CFM drop in half?
  Will the roaring sound drop accordingly also?  I hope there is a straight
  formula rather than working with fan diameter and number of blades etc?
