Sure there is.  Pick a frequency and tune out the inductance of the 
"resistor" with a capacitor.  The combination is a single frequency pure 
resistance (SFPR).  Had a buddie once who was making Moebius strip 
resistors which came very close to 0 inductance.  My point is that I 
actually agree with Rich and Will, there are only approximations to a 
pure resistance in the real world.  Any charge movement over or in a 
condustor will give rise to a magnetic field which stores energy and 
defines an inductance by U=1/2 LI^2.  A resistor w/o current is pretty 
useless.
