Absolute theory would be a law.
There is something sort of in-between called a principle. As Heisenberg's
Uncertainty Principle.
Once Planck had theorized that radiant energy is transferred in energy packets
(quanta) and determined that these
packets had an energy directly related to the frequency of the wave then
Heisenberg simply applied
mathematics to show that there were limits to measurements and even to actual
physical phenomena, the interactions between
atoms and molecules.
This became a priniciple, a mix of theory and mathemetical fact.
