This should not be allowed.  Why not call CQ at High-Power and then make
the QSO at Low-Power?  The rule should state that "All contacts counted
towards the final score shall be solicited and completed at a power
consistent with the score's entry class.  All other contacts must be
submitted as a check log."

I don't mind this so much...it's like checking into traffic nets to get
that elusive Sunday Sweepstakes multiplier or jawboning non-contesters on
75 through the day.  Being able to get that extra 5% makes the difference
between just grinding and using the noggin.
