Regarding the JA QSL cards: During many years in the laboratory we had many visitors from Japan. Every Japanese visitor offered, usually with ceremony, his or her business card. It was done even in the days when it was not so customary among US scientists to exchange cards. So my take is a little different. I don't think we are necessarily expected to respond to every card, but it might offensive to refuse or discourage the customary sending of the QSL's, just as declining a business card from a Japanese visitor might be considered in poor taste. In a sense, the JA's, or at least a tiny bit of their RF energy, visits our shacks for a few moments during our QSO's. I also compliment the JA's in the design of their often distinctively beautiful QSL cards.
