I find it unsettling too.  

They're either lying through their teeth or they deliberately chose NOT
to record the starting serial number.  Either way, they don't want the
public to know what the number is.  Might hurt sales of the older ones.

I love my IC-746PRO but this behavior of ICOM is a black mark against
them.

Incidentally, I use mine mostly for RTTY contesting and it beats
anything that went before it, including radios that cost nearly twice as
much.
