Just about every country does NOT regulate subbands.   The USA is unusual in 
that it does.   Many do have suggested bandplans, or point to IARU bandplans.   
 

Stations licensed by the US in Region 1 and 3 (like /MM or KH2) can use phone 
and image on 7050-7100.  In Region 2, stations west of 130W (like KH6) or south 
of 20S (like KP4) can use 7050-7100 for phone and image.
