The answer to your question is simple..

Because antenna size is LEGAL and excessive power ISN'T. :-)

Seriously, if someone has the $$ and realestate (and drive!) to put up such
as you state, then more (no pun intended) power to him.  But the reality is
not what you state and the simple answer is reality.
