That may be true under your rules, but under FCC rules he's NOT a control
operator when operating outside the limits of his operator license..  A
General license holder is not eligible to control a station on Extra
segments of the band.  His Extra class "supervisor" is the control
operator, and he is a third party.  You may well have different rules in
China, but we W's cannot take advantage of those rules.
