Thanks to Bob, Charles, John, Dick, Doug and Dave for
their insights. This seems to be another one of those
"squishy" factors to contests that is begging for a
more universal definition or application.
Given the variety of how the definition and/or
calculation of Operating Time is presently addressed,
it seems that offering yet another definition (one
that is less ambiguous) wouldn't be a bad thing.
I'll give this a little more thought.
