Some categories like your example above make no sense. Others do. 
Contest categories have been added in the past - HP/LP, SO/MO 
monoband/singleband assisted/nonassisted and probably others I've 
forgotten. The key is not whether a different category *could* be 
created, but whether it would increase competition and level the 
playing field to some degree.

In ham radio the major inequality is geography and little can be 
done. But when another major inequality can be remedied, it should be.
