I have in such cases asked what their QTH is and, working from either
memory or a map, determined which section they were in.

Of course, that's pretty easy if they say "Buffalo" or "Riverhead",
(which are pretty obviously in WNY and NLI respectively) not so much so
if they say "Utica".  Think I'd probably have to scratch the QSO.

Steve, are you sure you QRS'd enough?  A lot of people can handle an SS
exchange at 26-30wpm (maybe because they've listened to your last ten
QSOs and pieced together the fixed parts of the exchange) but if you ask
a question, they can't handle it any faster than 15-20.  

(SS would be a lot more fun if we had more of this kind of operator)
