I would think it's up to the Zone 2 operator to show his Zone when he
submits his Cabrillo log.    I further assume the adjudicator's software
uses the submitted VE2's Cabrillo Zone number and not any CTY file.

Even if a VE2 was in Zone 5, yet mistakenly stated Zone 2 and submitted his
log as Zone 2, then I expect a challenge may be issued.   However, since he
was sending - and you were copying - Zone 2 all should be OK.

Now if you or a few others were unique with Zone 2 and the majority copied
Zone 5, then you would have a problem.
