Oh, didn't you hear?  The Poisson d'Avril committee had to disqualify Doug
this year.

He was giving out honest RS(T) reports in the exchange!

I think what he is referring to is blithely giving out 59(9) for every
QSO, when some people are obviously not going to be 59(9).

If you're trying to eke out an exchange from someone who is 339, giving a
599 would be false.
