Agreed, but I think ? is the wrong response.

If I hear someone signing with "QRZ?" instead of their call, I just
dump in my call.  There's a pretty good chance he's a dupe, but it
takes a LOT less time for him to send "B4" (or, except in SS, to just
give the exchange) than it does to wait for him to ID!  And, he might
*not* be a dupe.  He might even be a mult.
