It is the weekend of the International Downstream Flotilla,
where thousands of participants are having a great time going 
downstream together. Dave however, wants to work on his Triple 
Play Award, which for this weekend on CW means he wants to go 
upstream.

Never mind that he could choose other rivers (WARC bands),
other participants (SSB or RTTY), or any of the other days, weeks 
or months other than the weekend of the International Downstream 
Flotilla (for example January 10 when everyone was going upstream 
together in NAQP-CW.)  Dave seems to know all this since he is 
monitoring the packet spotting network which is reporting on the 
participants in the International Downstream Flotilla. 

Dave however, jumps in and finds a Big Gun participant floating 
down the river. Dave tries to get him to go upstream with him. 
The Big Gun helpfully responds: 
"Sorry, this is a downstream flotilla. I'm going downstream. 
Try going downstream."

Dave is upset, because in less time, the Big Gun could have just 
helped him go upstream (and logged the contact, and submitted 
the log to Lotw, so Dave would get his credit for his award.)

Dave then logs onto the email list which has thousands of 
participants from the International Downstream Flotilla and 
complains he couldn't go upstream. Dave implies the Big Gun 
lacks amateur spirit, and reports that he got revenge by 
withholding his packet spot, which he knows helped other people. 

Imagine if the tables were turned...

Dave is running the weather reporting net because he thinks 
weather reporting is important.  The Big Gun however, wants to 
work on his Triple Consonants Award, which would be helped by 
Dave's call. The Big Gun calls in "5NN WA". Dave helpfully 
responds:
 "This is a weather reporting net. Weather reports only."

The Big Gun is upset, because in less time Dave could have 
just logged the contact (and submitted the log to Lotw, so 
Big Gun would get his credit for his award.)  Big Gun logs 
onto the email list for weather reporting and complains he 
couldn't get a contact for Triple Consonants Award, and 
implies Dave lacks amateur spirit.
