No, there is not "general agreement" that the use of
skimmer (when located within one's own station) should
put the operator in the unlimited category any more
than there is general agreement that the use of other
enhanced technology should not put one in the unlimited
category.
The issue in rationalizing the distinction between "assisted"
vs. "unassisted" or "single operator" vs. "unlimited" is
understanding the role of technology in radiosport and
determining which technologies are appropriate for a given
category rather than continue to operate on a knee jerk
basis.
In the last few years, decisions have tended to embrace
technologies already adopted by a hand full of perennial
top performers and exclude those technologies that would
erode the advantages of the elite/master operators or
were simply deemed "too different."
In my opinion rules should be technology agnostic and the
criteria should be simply: 1) did one operator make all
of the QSOs: did the operator receive or confirm the call
and exchange and did he transmit his own call and exchange.
2) did any information - calls, exchanges, frequencies, etc.
- come from outside the station. 3) was the operator and
all equipment used during the contest contained within the
permitted area (e.g., "station circle" as defined by the
sponsor). 4) was any other *person* involved in any way
to make or facilitate any QSO.
