It really doesn't matter what everyone else does. What is legal? What
do the laws in each country say about power limits? What do the
particular contest rules say about power limits?

When you send in your log for a contest, you are stating that you
abide by the amateur radio laws for your country and also the contest
rules. If you violated either, you should be disqualified. Either that
or disqualify yourself and don't send in a log.
