Ok so it seems that this is a punishment for bad behavior.  Why this guy and not every power abuser or other bad actor ever? Seems rather narrow minded.  I would expect a remote receiver would be a better tool.  Could and might and all this conjecture is just that a guess.

Since we are out buring witches who is next?  Can I finally get in that group where all this wonderful information gets passed around or is this ARRL Lite?
