But if it can carry a payload consisting of a valid exchange, what makes it
an invalid mode just for the event? Also consider JS8Call, which allows for
freeform text messages.

That brings to question whether or not JS8Call is a valid mode, even though
it's an FT8-derivative, is it allowed?
