Also, not everyone has the ability to spot during the Contest.
I think the monitoring and enforcement should be a responsibility of the
Contest committee.

Not quite. When someone is clicking or splattering, I don't want to give them
the advantage of a spot, so I spot them to a frequency where I hear their
clicks or splatter.
