Out of curiosity, would the CW skimmer be able to help in identifying excessive
bandwidth offenders and reverse beacon network capture and make such
information publicly available?

Also, not everyone has the ability to spot during the Contest.
I think the monitoring and enforcement should be a responsibility of the
Contest committee.

Not quite. When someone is clicking or splattering, I don't want to give them
the advantage of a spot, so I spot them to a frequency where I hear their
clicks or splatter.
