You have a 3MB link to the internet? Your testing from which type of PC
(xp, 98se?, linux, mac?)  how are you testing the 1.2MB?

The 3Mb/s is a result of 1.5Mb + 1.5Mb, if you were graphing them in
real time you could see this, we use a Compaq utility which shows us in
realtime usage through our entire network
