The packaging says so, at least on some brands. Vertical, base down.
ODDLY ENOUGH ... On the bulbs I purchased most recently (Osram
Sylvania 7 watt), it says only this:
"Light output has more than 5% decrease when lamp is used in base down
position."
So it would appear this bulb may actually work better upside-down than
upright! And it is fine mounted horizontally (90 degrees from
vertical).
I am guessing the vast majority of CFLs are used base-up (in office
buildings), so maybe the manufacturers finally wised up.
Years ago at a radio station, we used to buy long-life incandescent
traffic signal bulbs, which were marked for base-down use only. They
didn't last very long mounted upside down. So for those it made quite
a difference.
