I got the recording, not like what I heard in 2004.

It DOES kind of sound like an electric fence, but more like a light coming 
on, then failing and shutting down.  I have heard near identical sounds to 
this from both mercury and sodium lamps as well as the new LED street 
lights.  POSSIBLY a heating device such as a water-bed, electric blanket, 
pool heater et cetera.

Of course many say you can't determine a source by the sound, and won't know 
until you find the source.  In reality, you'll know nine times out of ten 
what's creating the noise just by the sound and know where to start looking.

I suspect a lamp due to the increasing broadband noise that stops with a 
distinct pop, typical of vapor discharge lamps and the sound I've heard 
parked under LED streetlights as they fail and strobe on-off.

I'll post my unusual sound story shortly.
