It sounds as if the cable company has a serious problem extending into
the realm of safety. If the cable has 50V AC or DC to ground something
is seriously wrong. It should only be about 1 V for the signal on a
spectrum analizer.
"I'd guess" that all that hash is being re-radiated by the keyboards,
not generated by them.
Currently I use all wireless mice and keyboards, but I've never heard a
peep from any keyboard or mouse, wired or wireless including IR.
I've used many brands and models. Presently using Logitech K350s with
G700S mice.
What about the phone line?
I'd bet the kbd problem is related to the cable.
