Years ago those utility companies had ticket numbers but mostly were for 
internal use.
Nevertheless....as Randy said....and I forgot to say....try to get a ticket 
number or case number so the incident can be tracked later if needed.
If they don't want to co-operate....keep leaning on them and escalating the 
issue to management.

In regards to the issue below the first action should be a call to their 
"customer" 1-800 number to file an official complaint and record the help 
ticket reference number. Be as detailed as possible explaining your situation. 
The individual taking the complaint may not know what you're talking about but 
be sure they repeat what you said so it's clear and complete.

 You can always reference that number when calling as they can pull it up 
through their system. The utility company will then have an obligation to 
address the problem and a reference number to work off of.

Of course this complaint can be used if further action is needed. You may need 
to pursue this further and having a trouble ticket filed will help.

 You may get a call before you would get hold of the "line supervisor".

Please ignore the idiot who mentioned the 30-06. No wonder he didn't identify. 

I worked for the area power company and actually chased noise in my younger 
days.

Jim is right on the money.

I suggest that you call again and insist on speaking with any supervisor or 
manager and I guarantee you that a mere mention of the California Public 
Utility Commission will get quick results.
If they blow you off again or you do not get quick results....call the CPUC and 
complain....PG&E definitely will pay attention to THEM!.
I retired from a major TELCO in California and have been involved in many CPUC 
complaints.
The CPUC uses complaints amongst other indicators as a way to help set utility 
rates.
PG&E has to justify their rate increases every so often as all CPUC regulated 
companies do and while there are additional measurements....complaints are a 
big hitter.
PG&E will pay attention.
