Since the original language was mine ...

"Freely available" is downloadable from a central site or available
for the cost of postage and media.

"Working software" is software that decodes all variants of the
protocol/modulation in use and provides the ability to transmit
in the base (modulation/protocol) format.

These are the key requirements to be able to identify the source
of interference and respond to the interfering station to advise
them, in real time, that they are causing interference.  This is
also key to permit the Amateur Auxiliary (OO) and/or Commission
personnel to monitor new modulation/protocol/encoding systems as
necessary for enforcement purposes.
