very well put. the arrl proposal is junk and should be killed. one only has 
to recall when amtor and packet started. before that we had a few mso 
stations. we all knew what freq they were on and it was not really a 
problem. then came rtty in a box and sound card ops. "i am not putting down 
sound card ops" but this opened rtty up to a huge number of ops who before 
found it too tech or time consuming to put a rtty station on the air. with 
sound cards came packet "worst mode to hit hf" as the packet and amtor 
stations started putting unattended stations on the air the mso's went by 
the wayside. then the boys found the scan on their radios soon the packet 
and amtor stations were all over the bands some scanning as many as 20+ 
freqs.Why they needed to scan 6 freqs on the same band was beyond my 
understanding to me it was overkill. you could start a qso on one freq a 
amtor or packet station would start up you moved and 2 mins later the SAME 
station would start up on your new freq. I find something wrong with this. 
you could not have a qso without some stations starting up right on top of 
you. well we got most of the packet off HF except for the S.A. stations who 
still run high baud packet around 14088 . then they found throb hell and a 
few other weird modes and of course instead of running FSK the sound card 
ops found it too hard to hook them up for FSK so the old AFSK that use to 
be used on 50 MHz years ago found its way back into the hf bands. that was 
find except that no one told the guys how to setup the soundcard software 
to keep images and junk down. i find the software boys at fault for this. 
if you write software i feel you should be required to include proper setup 
info. this does not mean the ops with read and follow it but at least it is 
there and when you find someone with a messy signal you can at least tell 
them about it and where to look to fix the problem. so we ended up with a 
bunch of nasty digital and rtty signals all over the bands. the old dx 
window of 14.080 became covered up. all of this is old hat but this is how 
this mess started. now we have more modes then we know what to do with. and 
each of us has the mode we like to use. that is great. BUT we do NOT need 
anymore unattended modes and if the arrl bandwidth deal goes thru you will 
have these stations all over hf. K1ZZ is in bed with the Winlink/Pactor 
group and they are looking for a nationwide network of scanning unattended 
stations on all bands covering the country. they are not just looking at 
one freq per band but many freq's across each band with this we are headed 
into another mess and the wars with start up again as they did a few years 
back. this arrl junk is going to effect all modes and all ops so we all 
need to take time and read not only the arrl proposal but the fcc rules 
also.as the changes the arrl wants will effect more then they want you to 
know. everyone of us has feelings on this matter and instead of putting 
them out on email like we all do "and i include myself" we should stick 
with informing each other of just what the rules state and what changes 
will occur then we should all go to the fcc and file our thoughts.
