Technically, the option in N1MM is to spot all S&P contacts with 
stations that are not already in the bandmap, i.e. stations who have 
not been spotted on the frequency within the last 15 or 30 minutes or 
whatever one's spot timeout is set to.

For those contests which include a club competition, many clubs 
encourage their members to spot all stations not already in their 
bandmap to the club's spotting network. Think of a club's spotting 
network as a means for sharing an up to date copy of a bandmap 
between all of the club's assisted and multi-op stations.

That's the intended application for the 'Spot All S&P QSOs' option in N1MM.
