RSQ can be useful for normal QSOs.

But who really cares if it is RST or RSQ when someone just sends an  
599 anyway, even to a signal that is splattering all over.  IMHO, if  
you want to use Q, then mean what you say.  Sending RSQ 599 in a  
contest in every exchange is no more informative than sending RST 599.

If the rules say to send RSQ, then send an RSQ.  However, it begs the  
question of whether it is even a legitimate exchange when the contest  
rules specifically mentions the sending and receiving of the three  
digits that make up an RST.

When someone sends 599, the three digits can be implicitly  
interpreted as an R, S and T.

However, when someone sends an "RSQ 599," it seems to explicitly say  
that the three digits are not R, S and T.  The T digit was never sent.
