Allocate? No, not allocate.

The ARRL Band Plan does indicates Digital Modes from 1800 to 1810 kHz 
but also indicates CW in that segment as well (from 1800-2000 kHz 
actually).

Please explain how operating CW in an area designated for CW 
isdisrespecting the Band Plan???

And so Bill, I can take it then that you've never worked a JA on 80m 
RTTY because that would entail not respecting the ARRL band plan. And 
you've never operated a RTTY contest on 40m other than on the spot 
frequency of 7040 kHz? Or above 14095 kHz on 20m? Hmm.....

What good for the goose is good for the gander. If you not bound to some 
aspects of a Band Plans in RTTY contest then you also have to allow the 
same for CW contesters. Otherwise, you're being a complete hypocrite.

Not to rehash the same point over and over, but band plans exist for 
normal situations and not for the middle of a single-band contest.
