There's nothing wrong with running an amp while operating in the low power 
category if the rules permit it. As long as you don't
exceed the legal output for that category and it's not specified in the rules, 
it's perfectly legit to do so.  NAQP RTTY is one
contest that states you cannot use external amplifiers capable of running more 
than 100 watts. Here's the rule:

"6. Output power must be limited to 100 watts for eligible entries. Use of 
external amplifiers capable of more than 100 watts output
is not allowed."

I used to run amps on both radios when running low power in contests that allow 
less than 150 watts.  I started this a long time ago
when I ran Icom IC-751A radios.  I called Icom one day and asked them if I 
could run the 751A at full output on FSK and was told
"That's what we designed them to operate at".  Now I think nearly all low power 
categories have limits of 100 watts (some used to be
150 watts).  I no longer use external amps when running low power.  If you are 
going to run an amp low power, it's best to set up an
ALC so you don't accidently go over 100 watts.  Because once you do, you have 
then broken the rules.

I see nothing wrong with using the amp as long as it is running at 100 watts or 
less. I have often thought about doing that, since
all I have now is an Icom 757 and hate to run RTTY at 100 watts. I could save 
the radio and the amp could idle along at 100 watts.
