Agreed,

A bunch of Technicians running amuk on the HF bands without the least
care about who gets 'clobbered' by their transmissions is the last
thing that we need on HF.

Perhaps a mentor program is in order where an appreticeship has to be
served first. Just a wild thought!

Only if that test includes 20 WPM CW proficiency requirement and the
Commission cancels the licenses of all the shack on a belt and WINSTINK
lids.

I have no objection to allowing Technicians to use RTTY and PSK31 only
in their current narrow band HF allocations but there is no way in hell
that a Tech ticket should be another avenue for the WINSTINK crowd.

Why?

The bureaucracy loves complexity. It loves many layers of licensing
and different rules for the different layers. It gives them something
to do and justifies their existence.

An amateur license should be have one simple purpose:  Certifying that
the holder knows how to operate within the law and without causing
undue interference.  And that's all.  Every ham should know how to do
that and there is no need for various levels of competence.

There should be one amateur license. Pass the test and you're a ham,
period.

Not holding my breath, however.
