Re. "where are all the techs":
At least within the VE team I help out with, a few years ago, a number of folks
sitting for Tech were doing so for CERT or CERT-like purposes.
Now, a majority of the folks we see getting their Tech are doing so because
they're RC plane enthusiasts. There's apparently been some pretty snazzy
enhancements to that hobby that are a lot more fun to play with if you have
amateur privileges.
While you might get the occasional person in these groups interested in HF, the
majority are unlikely to have any need to or interest in upgrading.
Those candidates that we see who are interested in HF coming in generally sit
for at least two, if not all three, elements when they show up.
Obviously, we see only a tiny portion of the overall population of new hams, so
my observations may not translate well beyond my back yard.
