Looks like you're right!

The keying waveform itself has a duty cycle slightly offset to 52 %,
and it produces RF duty cycle of only 30 % (22 % for the first dit).
Shortening seems to be 8.8 ms (12 ms for the first dit).
(Dit width measured at half amplitude).

One can assume that a perfect keying input of 50 % will result
in RF duty cycle of only 28 %, at 60 wpm.

At lower speeds, say 30 wpm, RF duty cycle should increase to
39 % (35 % for the first dit), still quite bad :-(
