The standard methodology is to use a fixed output, in this case 20 Watts at 
1 kHz, then adjust the attenuator on the signal generator to maintain the 20 
Watt output.

For AM, I used a Spectrum Analyzer and watched the amplitude of the 
sidebands at 50% modulation.
