I have made my own circuit boards layout with edge connections on this 
spacing for a smaller filter project, (a tape recorder equalizer).  It was 
not hard to tape a 1:1 board layout and etch it.  (I did have our PC shop do 
the exposure and etching).  Then, I stuffed it with similar sized components 
to the obsolete equalizer I was reverse engineering and it worked great. 
There were about the same number of components in my equalizer as in the 
Scout filter module.  Thus, it would be practical.  Depends also on whether 
there is a good electronics surplus outlet near you with parts.

Modules seem to appear on this list pretty often, still.  At least ones for 
the old standard bands, 80, 40, 20.

Another idea is to pick up a used module for a band you don't need and 
modify it with new components to the band you want.

I think it would be fun to build your own from scratch!
You could indeed use prototype standard board stock if you can find it.
