Yes. AGC is on when the button is OUT. The legend is on the RH end of the row of buttons.

You will be happier with the AGC/AVC ON than off. Your complaint about
distortion with the RF gain all the way up is a classic symptom of
faulty AGC or AGC turned off. I gather that the button out is AGC ON,
but I've not become that closely acquainted with the OMNI VI since it
has other habits I don't appreciate.
