Yes, I am using the terms interchangeably for the purpose of this
discussion. Sorry for the confusion, as the front panel calls it AGC.

No, you have it reversed...
You are most likely getting the original problem you described because
the AGC/AVC is 'off'. To cure this 'problem', you want the AGC "ON". It
is "ON" when the button is in the 'out' position as shown by the legend
on the front panel and as described in Phil's reply.
