Jim, I believe this one needs a bit of expansion or clarification as the code 
requires the green wire to be bonded (or attached ? ) at any entry or exit of 
any metallic conduit, panel, plate, box, or enclosure.

Something about expanding magnetic fields being choked if not done or magnetic 
breakers not operating properly. Its been many years since I worked on a 
corporate wide electrical remediation project but the green wire violation was 
most common after the neutral - ground bond in sub panels.
